No. One Administrator is enough for a working Hellotracks Business account, and billing is per user, so you only pay for the logins you create.

In practice, most accounts start with at least one Administrator and one Worker. That is the smallest setup that produces real data — someone in the field sharing their location, and someone on the web viewing it.
